I have a very limited budget.
I virtually never get offroad.
and when i do go offroad i have no intentions to do any of the climbing and such that results in undercarrage damage.

Should i delay getting skids and get the lift first?

the lift is roughly $600

the skids are $300..

What skids are you wanting?
First thing I'd go with would be rock-sliders/rockerskids, than lift, than underbody skids. You can get buy without the underbelly/drivetrain skids if you watch where you wheel, know the underside of your vehicle and have a good spotter.

If it's not too late for advice ... get skids first!!!! Mopar skids are not the strongest, but if you check around you can get all the skids front to back for around $200. Cheap insurance for a stock KJ. Once you get a lift, you're gonna want to wheel it and you'll be taking a risk with no skids. With just 3 items, you can wheel the snot out of it and not need the lift.

1. Recovery points
2. Skids
3. Then everything else
