best bet would be to have someone turn the wheels while you look at the front end. Thats what we had to do today to figure out 02bad***tj's popping noise. Turned out to be both a loose pitman arm and the tie rod that bolts to the pitman arm

Well it's hard to say without hearing it myself. It could be your power steering. When you hold it all the way to one side it makes a sound like fluid squeezing through a tight spot. If it is that it's nothing to worry about, you probably just never noticed before. When you start doin stuff to your jeep you start second guessing what it did before you touched it.

Is the noise when rolling, when stopped, or both?

since you're running stock wheels i'd say it's the tires rubbing the lower control arms
